More than 2-thousand party members listened to Jiang's two and a quarter-hour speech inside the cavernous Great Hall of the People. Jiang's speech bore the hallmarks of his campaign to secure his position at the head of the party's collective leadership. His endorsement of bolder reforms to cure ailing state industries appealed to liberals, his hard line on social order and corruption to conservatives, and his threat of force against Taiwan to the military. Jiang also sought to cast himself as Deng's heir, praising him as the pragmatic architect of China's rise to prosperity. SOUNDBITE: (Mandarin) "The issue of the (Communist Party) flag is very important. The flag is the direction, the flag is the image, the unshakeable structure of the party line of the 11th Communist Party congress, third session, 11th plenary, upholding Deng Xiao-ping's theory unswervingly. After Deng Xiao-ping's death, the whole party should attach a high degree of consciousness and firmness to this issue." SUPER CAPTION: Jiang Zemin, Chinese President and General Secretary of the Chinese Communist Party Most of Jiang's speech concerned new cures for ailing state-run enterprises. As expected, he called for more mergers and bankruptcies and, most controversially, issuing stock. He said the state would maintain control of important industries by retaining a majority stake and refuted criticisms that share holding would lead to privatization, capitalism and loss of state power. Jiang also admitted that shaking up the state-run sector, which employs the lion's share of the urban labour force, would lead to large-scale layoffs. But he said in the long run the economy and the workers would be better off. Jiang's recommendations mark a further retreat from the party's roots as the vanguard of the working class and its insistence on control through ownership. But the party has little choice - nearly half of all state enterprises are unprofitable and labour unrest is already on the rise. Jiang acknowledged the problems the party must face in shaking up enterprises and retaining popular support - corruption, waste, fraud and diverging incomes between haves and have-nots. Democracy campaigners and some party members in the past few weeks have warned that neglect of political reform threatens to undermine economic success. With more on this and other news in East Asia...we turn to Ro Aram... Aram... a couple of weeks ago we reported that the route had been quashed,... possibly as a kind of punishment for North Korea's nuclear and missile tests. Now it turns out flights will resume... what's the deal? Well Mark... Japan's Kyodo News reported on Monday that Air China will resume Beijing-Pyongyang flights starting from next Friday,... May 5th. Earlier this month, the Chinese airliner was said to have suspended its flights between the two cities indefinitely. The announcement was made by China's state-run CCTV and came shortly after Beijing's Foreign Minister Wang Yi warned of possible conflict on the Korean peninsula. However, Air China later clarified it was only cutting back regular services due to reduced demand and that it was not halting the service all together. This latest report by Kyodo, however, suggests that the airliner will be getting back to its routine service between Beijing and Pyongyang, but this time with a different schedule. The route opened in 2008 and recently operated flights every Monday, Wednesday and Friday. From May 5th, Kyodo reports that the flight schedule will change to every Wednesday, Friday and Saturday. We are still awaiting details on what prompted the sudden U-turn.

He died April 1 at Capital Hospital after several years in a coma resulting from a massive stroke and was interred at the Cemetery for Revolutionary Martyrs. He was 74. Mr. Schuman was born in Boston and grew up in Brooklyn, N.Y. He studied the Chinese language at Harvard as a GI during World War II, and later, on the GI Bill, at Yale. Mandarin/Nat China's government is playing up its achievements of the past five years in the run-up to Friday's 15th Communist Party Congress. A tightly-controlled exhibition has opened in the capital, Beijing, featuring China's view of the nation's progress since the last party congress in 1992. The display, entitled "A Glorious Five Years," promotes the Chinese Communist Party as providers of economic growth and social stability. This relic of China's early Communist era is playing host to a more modern exhibition. The Beijing Exhibition Hall is the site of "A Glorious Five Years" - a display designed to reinforce popular faith in the nation's progress since 1992. The exhibition is being timed to coincide with the 15th Communist Party Congress, which opens in Beijing on Friday. The Party Congress will set the nation's agenda for the next five years and choose the members of the party's Standing Committee - considered to be the very top of Party power. Far from the stoic, bombastic exhibitions of the past, this one is packaged like a trade show to make its point that the Communist Party's leadership is a service worth signing up for. The exhibition is filled with interactive displays giving out information about the progress that each of China's provinces, autonomous regions, and cities have made in the last five years. Figuring prominently in this marketing scheme is President Jiang Zemin. In many ways, this year's Party Congress is Jiang's show - just two months after Hong Kong's return to China and the first since the death of Jiang's mentor, Deng Xiaoping, in February. Should Jiang persuade the Congress to endorse his reform programme and manoeuvre his supporters into key positions, he will strengthen his position in the collective leadership. The president would like China's people to believe that he is the direct political descendant of both People's Republic founder Mao Zedong and reform architect Deng Xiaoping. Unlike his predecessors, Jiang is not a veteran of China's Communist revolution and has no military experience. Yet while he may be China's leader, he works with a collective leadership which includes Premier Li Peng and Vice-Premier Zhu Rongji - something Mao and Deng never did. However, Jiang's invocation of Deng's name and legacy have convinced many that economic reform will continue under him. SOUNDBITE: (Mandarin) "Comrade Jiang Zemin is the core of the third generation of leadership. This was a great achievement of Deng Xiaoping's to transfer leadership in a way that will not change the country. Under Jiang Zemin's leadership, our country will grow stronger and wealthier, and people's lives will be happier and more beautiful." Also highlighted is Vice-Premier Zhu, whom many Western analysts believe will be named Premier when Li's ten-year term comes to an end in March 1998. The display featured some attractions that seem more appropriate for an amusement park than a patriotic exhibit. The rides and interactively of the displays are just plain fun for some visitors, regardless of its intent or content. However, the exhibition does make one point clear and that is China has adopted foreign advertising methods to get its message across. In the past, leaders spoke and the citizens fell into line. But like the economic reforms that continue to change China, the nation's leaders now realise that they, too, can use a little packaging and good public relations to deliver their message. When Xi convenes the 19th National Congress of the Communist Party of China he will seek to continue his agenda for leading an evolving China into the 21st Century. What can we expect? Robert Daly provides insights into the workings of the party and Xi’s priorities in this edition of Wilson Center NOW. Guest Robert Daly was named as the second director of the Kissinger Institute on China and the United States at the Woodrow Wilson Center in August, 2013. He came to the Wilson Center from the Maryland China Initiative at the University of Maryland. Prior to that, he was American Director of the Johns Hopkins University-Nanjing University Center for Chinese and American Studies in Nanjing. Robert Daly began work in U.S.-China relations as a diplomat, serving as Cultural Exchanges Officer at the U.S. Embassy in Beijing in the late 80s and early 90s. After leaving the Foreign Service, he taught Chinese at Cornell University, worked on television (北京人在纽约) and theater projects in China as a host, actor, and writer, and helped produce Chinese-language versions of Sesame Street and other Children’s Television Workshop programs. During the same period, he directed the Syracuse University China Seminar and served as a commentator on Chinese affairs for CNN, the Voice of America, and Chinese television and radio stations. From 2000 to 2001 he was American Director of the U.S.-China Housing Initiative at the Department of Housing and Urban Development. Mr. Daly has testified before Congress on U.S.-China relations and has lectured at scores of Chinese and American institutions, including the Smithsonian Institution, the East-West Center, the Asia Society, and the National Committee on U.S.-China Relations. He has lived in China for 11 years and has interpreted for Chinese leaders, including Jiang Zemin and Li Yuanchao, and American leaders, including Jimmy Carter and Henry Kissinger. Host John Milewski is the executive producer and managing editor of Wilson Center NOW and also serves as director of Wilson Center ON DEMAND digital programming. Previously he served as host and producer of Dialogue at the Wilson Center and Close Up on C-SPAN. He also teaches a course on politics and media for Penn State’s Washington Program.

Some experts have suggested the US can leverage its working relationship with China, a traditional ally of Pyongyang, to help drive its interests in the North. But many aren't so optimistic. In this lecture, Korea expert Victor Cha explores the challenges each country faces in dealing with North Korea, and how the Pyongyang question changes the calculus for Sino-US relations—potentially even offering opportunities for greater cooperation. Victor D. Cha is director of Asian Studies and holds the D.S. Song Chair at Georgetown University. In 2009, he was named as Senior Adviser and the inaugural holder of the new Korea Chair at the Center for Strategic and International Studies in Washington, DC. He left the White House in May 2007 after serving since 2004 as Director for Asian Affairs at the National Security Council. At the White House, he was responsible primarily for Japan and the Korean Peninsula, was the Deputy Head of Delegation for the United States at the Six Party Talks in Beijing, and received two Outstanding Service commendations during his tenure at the NSC. He is the author of five books, including most recently "The Impossible State: North Korea, Past and Future," which was selected by Foreign Affairs as a best book of 2012 on the Asia-Pacific. He had a cameo role (as himself) in the action film “Red Dawn," released in November 2012.
